EU Approves Framework for Level 4 Autonomous Vehicles — Self-Driving Cars Legal on European Roads by 2027

The European Parliament has approved a comprehensive regulatory framework for Level 4 autonomous vehicles, clearing the path for self-driving cars to operate on European roads without a human driver by 2027.

The framework establishes safety standards, liability rules, and insurance requirements for autonomous vehicles. It also creates a new classification for 'autonomous mobility services' — essentially robotaxis.

Waymo, Tesla, Mercedes-Benz, and BMW have all expressed interest in launching autonomous driving services in Europe under the new framework. Germany and the Netherlands are expected to be the first countries to certify autonomous vehicles.

The regulation addresses liability directly: manufacturers are responsible for accidents caused by autonomous systems, not passengers. This shifts the insurance model significantly and is expected to reduce premiums for autonomous vehicle users.

Consumer surveys show mixed sentiment. 58% of Europeans say they would use a robotaxi, but only 34% say they would buy a fully autonomous personal vehicle. Trust in the technology remains a significant barrier.
